Shot Spotter Presentation
Sgt. Robert Hampson
- Program was implemented in December 2017
- Detects noises that sound like gunfire
- Sounds go to control center who determine whether or not it is gunfire
- Since program has been up and running, it has resulted in at least 1 arrest of an attempted homicide suspect
- Recent case of a homicide on Williams Rd with 10 shots fired and no 911 calls were received, only Shot Spotter alert
- Officers can replay the audio on their phone or whatever device they are using the program on
- Not the whole city is covered, confidential which parts are not covered

Chief’s Report
Chief Fresé and D.C. Shaw at School Board meeting regarding SRO program. Unable to make meeting.
Renaming of Committee
Vice Chairperson Patel
- One issue with current name is lack of participation
- There is confusion about what PCAC does
- It would help to change the name to Salinas Police Commission or Community Commission
- Have already spoken with Council Member for my district and he is on board
Committee Member Metcalfe
- Understand he confusion regarding the current name, open to discussing it
- Would like to know what the Chief and other City Members think about it
Committee Member Lacy
- Agree that we should change the name
- Agree that it needs to be discussed with the Chief
Committee Member Mendoza
- Agree with Vice Chairperson Patel
- Agree on needing to re-name and get the public involved, maybe make it a contest to re-name PCAC
Future Agenda Items
Number of authorized officers and when authorized number of officers was set - Patel
Committee Member Comments
Vice Chairperson Patel reported that he is open to having SROs and loves the idea, SPD needs to use best practices for Use of Force, has issues with the fact that the whole city is not covered by Shot Spotter, PCAC should be having neighborhood meetings, SPD is finally transitioning to a police force with money after year of not having it, would like a report of number of authorized officers.
Committee Member Metcalfe reported that he is in support of Vice Chairperson Patel, he would like to look into how the committee is setup.
Committee Member Lacy reported that he agrees with making changes but wants to know how to go about making them, SRO grant is going away in August so attending board meetings is important, seems the community wants more officers but does not want SROs.
Committee Member Mendoza reported that he agrees with Vice Chairperson Patel and if the public cannot come to the meetings, the committee should go to them.
